Arguments: tab-control
Returns or sets the value of the tabs-are-draggable property of a tab-control. If this property and
the single-line property are both true, then the user can rearrange
the tabs within the tab-control by dragging after clicking left on a
tab. In the IDE, the Editor uses this to allow you to
change the order of the editor buffers. The Debug Window also allows you to change
the order of any additional listeners that you've created there with
the View | New Listener command.
