ignore-package-name-case

The configuration option ignore-package-name-case no longer has any effect. Currently it simply does nothing (for compatibility withallegro-ide-options.cl options files that were written before release 7.0), but this function likely will go away in a future release. This function used to set the value of *ignore-package-name-case*. Now that value should be set directly.
