This class names the condition that is signaled when a transcoding
error is encountered by the :utf-8s
external-format (when the action which is the value
of *utf-8s-transcoding-error-action* is
specified as :error or a value other
than nil, :warn,
:count,
:collect, and integer, or a cons).
