Arguments and Values:
input-stream - a stream.
output-stream - a stream.
 
two-way-stream - a two-way stream.
 
Description:
Returns a two-way stream 
that gets  its input  from input-stream
and  sends its output to   output-stream.
Examples:

Exceptional Situations:
