Arguments: ( &rest bindings) &body body
This is the compiler-let from the first edition of Steele 'Common
Lisp: the Language'. It establishes the bindings, which are (variable
value) lists, or just variables, which are bound
to nil
. (When run interpreted, the bindings
are implicitly declared special.) This special form is typically used
in code which is being compiled to affect the compilation.
