Arguments: text-edit-pane
Toggles whether text-edit-pane (a text-edit-pane) is currently
showing bullets by calling (setf numbering-style) with the
opposite of whatever numbering-style returns (either
:plain or :bullets). This is
called by one of the rich-edit-multipic buttons, but could be called
in other ways as well.
