Background:
- Asian language characters require more than the 8-bits traditionally allocated for (C) programming language representation.
- Various “multi-byte” representations exist.
- ASCII characters occupy 8-bits each.
- Adjacent non-ASCII characters occupy several 8-bit bytes.
