The Netherlands Uncovers Millions in Tax and Customs Fraud with Gruff and AllegroGraph

OAKLAND, Calif. — May 19, 2014 — Graph databases, like AllegroGraph, are one of the new technologies encouraging a rapid re-thinking of the analytics landscape. By tracking relationships - in a network of people, organizations, events and data - and applying reasoning (inference) to the data and connections, powerful new answers and insights are enabled. Gruff, a visual analytics and discovery tool enhances the graph search capabilities and provides deep discovery within big data.

"I am continually showing the wonderful way in which Gruff allows us to analyze our data. Every time I demonstrate your product, people are immensely impressed by what it can do and the insight we gain from it. My analysts (Belastingdienst, Tax and Customs Administration) tell me they have discovered millions of Euros in fraud by using Gruff. On behalf of the people of The Netherlands: Thanks!" states Marcel van Mackelenbergh, Tactical Architect - Belastingdienst

The Netherlands is pre-eminently a distribution country. Millions of tonnes of goods enter and leave the country - which is the gateway to Europe - by land, sea and air. Obviously, these movements of goods must be inspected. This is the territory of the Customs Administration of the Netherlands. As such, Customs has to take political, policy-related and legal guidelines into account. These have been stipulated on a European and a national level. Customs is performing these inspection tasks as effectively and efficiently as possible, with the aim of limiting barriers for business traffic.

In recent years, the Tax and Customs Administration has seen an increase in its range of duties, which now comprises much more than just the tax-return process. The core duties of the Tax and Customs Administration are as follows:

  • levying and collecting taxes
  • detecting fiscal, economic and financial fraud
  • paying out income-related benefits for childcare, rent and health care
  • supervising the import, export and transit of goods
  • supervising compliance with tax laws and regulation

About the Netherlands Tax and Customs Administration

The more than 30,000 staff members of the Dutch Tax and Customs Administration are responsible for a wide range of activities, but are best known for levying and collecting taxes and national insurance contributions. Each year, the Tax and Customs Administration processes the tax returns of 6 million private individuals and 1.1 million entrepreneurs. The Tax and Customs Administration not only collects, but also pays out. For example, the Tax and Customs Administration pays out provisional refunds and benefits that are available to households towards the costs of childcare, rent or health care. Other important work processes include fraud detection and the supervision of the import, export and transit of goods.
